Lien Specialist

Job Description:  
The Lincoln County Auditors Office invites applications for the position of Lien Specialist. The Lien Specialist will perform clerical work to help support the Lincoln County Auditors Office. Responsibilities include accounts receivable, collection and allocation of payments, collection and reporting activities, account reconciliations, lien placement, complying and reviewing of legal data, and assisting in election preparation. The 2019 hiring range is $15.72 - $16.52/hour.
Assist in entering of accounting data and other accounting records in the computer according to established methods and procedures. Check for accuracy and completeness. Process and prepare vouchers for payment. Assist with collecting and allocation of payments. Carry out billing, collection and reporting activity. Review of legal documents for compliance and/or documentation and placement of liens. Research and resolve payment discrepancies. Organize a recovery system and initiate collection efforts for unpaid liens. Provide assistance and information to other agencies and the public through direct, telephone, and mail contact. Assist with the election process for each primary, general, and special election to include absentee voting and preparation for election-day events. Provide assistance and information to the public, other departments, and coworkers by phone, email, mail, and direct contact. Other duties as assigned by the Auditor.
Associates Degree in Accounting, Finance, or closely related field plus three years of relevant experience. Comparable combination of education and experience may be considered. Ability to maintain strong organizational skills. Ability to analyze work processes, create written documentation of work processes, and suggest improvements in work flow. Excellent written and verbal communication skills. Proficient in research, interpreting and analyzing data. Ability to work collaboratively and independently. Working knowledge of modern office practices. Knowledge and ability to use various computer programs with accuracy at reasonable speed. Ability to work on multiple projects within the same time frame, paying close attention to detail. Ability to use computer screen and keyboard for extended periods of time. Ability to establish and maintain effective working relationships with coworkers, other agencies and the public. Ability to maintain professional appearance and demeanor.
Knowledge of County accounting and financial reporting. General knowledge of election laws. General knowledge of governmental procedures and legal terminology.
